Victoria "Vicky" Franklin Kemp, 82, of Folsom died March 27, 2020 at Crozer Keystone Hospice Residence at Taylor Hospital. Born and raised in Elkin, NC, she was the daughter of the late John and Anna Masten Franklin and moved to Delaware County in 1968, residing first in Ridley Park and later in Folsom.
Vicky was a graduate of Elkin High School, class of 1955, and the University of North Carolina-Greensboro, class of 1959. In 1979, she began working in the criminal justice system first for Judge Robert Shaffer, then transitioning in 1981 to become a Pre-Sentence Investigator for Delaware County Probation and Parole before retiring in 2002. Vicky was a member of the Child Study Club at the RIdley Park Presbyterian Church and served for many years as the Secretary of the RIdley Park Board of Health. She was a lifelong member of the Daughters of the American Revolution and the Daughters of the American Colonists. Vicky was a voracious reader who loved history and crossword puzzles.
She was predeceased by her sister, Nancy Sidden.
Vicky is survived by her daughters, Sandra "Sandy" Bollenbacher (Jim) and Samantha "Sam" Erpenbach (Don); her granddaughters, Jennifer Bollenbacher (Bradley Fields), and Mara Bollenbacher; and her sister, Jane Billings (Alfred).
